PLAYERS AUCTION PROTOCOL

Auction Rules

  1. Players Central Pool (PCP) for all the four categories i.e A1, B1, A2 and B2 will be put up for auction process by VCAK. Players list shall be circulated well in advance.
  2. A team owner will have a total of 1,00,000 Resource Points (RP) each for A1 & B1 and RP 60,000 each for A2 & B2 categories.
  3. The RPs can be used for acquiring players in the auction subject to the protocol.
  4. A team shall acquire 16 players in the auction, made up of (i.e. mandatory team composition) A1-5, B1-5, A2-3 and B2-3 players.
  5. Playing XI of a team at any point in a match must be made up of a combination (A1 + B1) - 8 players, A2-2 players and B2-1 player.
  6. Maximum bid for one A1/B1 player will be 50,000/-. It is also mandatory for the teams to maintain a minimum balance of RP, after acquiring each player in a round.(See auction table for minimum RP balance required after acquiring each player)
  7. Maximum bid for one A2/B2 player will be 30,000/-. It is also mandatory for the teams to maintain a minimum balance of RP, after acquiring each player in a round.(See auction table for minimum RP balance required after acquiring each player)
  8. Base Price, Carry-over & Points Cap: See Auction table attached.

RIGHT TO MATCH (RTM) Privilege

Each team will be given a "RTM Card", which gives them an opportunity to acquire a player who has played for the team in VPL 12th Edition (i.e. last season), subject to following conditions:

If another team successfully bids and is acquiring a player for the maximum value (i.e at RP 50,000 for A1/B1 or at RP 30,000 for A2/B2 player), then the team for whom the subject player has played last season (VPL12), can raise the RTM Card, and will have the "right to match" and retain the player for the maximum value. Each team will have only one RTM opportunity and shall surrender the RTM Card to the auctioneer, once a player is retained.

Process of Auction

  1. An independent Auctioneer will be appointed to conduct the auction lots
  2. Auction tables for the teams shall be decided by lots before the auction.
  3. Players will be offered in 4 rounds (Category-wise in sequence A1, B1, A2 & B2).
  4. Player names will be put up in the auction (on a big screen) in a random order.
  5. The minimum first bid call (base price) for a player shall be RP 5,000 for Categories A1 & B1 and RP 3,000 for categories A2 & B2.
  6. Increases in bids in A1 & B1 must be in increments of RP 1,000 for bids up to 30,000 and RP 2,000 bids above 30,000. In category A2 & B2 RP 1000 for bids up to 30000. Each of the progressive bidding (increases) shall be only in the increments mentioned herewith and cannot be more than the specified increment.
  7. Bids shall be made by raising the paddle, and the bidder whose paddle gets attention of the Auctioneer first shall be considered for that bid amount.
  8. Decision of auctioneer shall be final and disputes will not be considered whatsoever.
  9. There will be a break of 30 min for the team owners (if required) to recoup their strategies after A1 & B1 auction round is completed.
  10. Existing "Owner Players" will be considered as retained players in their teams under respective categories & they qualify, for a RP 25,000 each for A1/B1 category and Rs.23,000/- for A2/B2 category. These teams can only bid for remaining number of players with whatever balance RP they have in that category.
  11. Call rounds for each category will be completed only after all teams have picked up the total number of players required to complete team composition in that category.
  12. Teams who have retained "owner-players" can also call from the first round itself.
  13. Unused RP from any category: See auction table.
  14. TEA & SNACKS WILL BE PROVIDED DURING AUCTION. NO OTHER FOOD OR BEVERAGES WILL BE SERVED DURING THE AUCTION. ALL ARE REQUESTED TO COOPERATE.
  15. NO GUESTS WILL BE ALLOWED TO ENTER THE HALL DURING AUCTION. ONLY AUTHORISED PERSONS OF EACH TEAM AND VCAK OFFICIALS SHALL ENTER THE AUCTION HALL.

Post Auction Replacement Of Players

  1. If a player/s, for unavoidable reasons, expresses his/their inability to participate in the VPL after the auction process is complete, shall be substituted/replaced by another player/s in the same category from the un-auctioned list ONLY (reserve list), irrespective of their playing skills. For that VCAK will give a cutoff date for team owners to submit their choice of player/s.
  2. If a situation arises where the un-auctioned players are also not available or there are no players available in that particular category, then player/s remaining from the uncapped category (A2 & B2) in the same age group can be suitably substituted. Such players shall be deemed as a player of that particular category for the purpose of Playing XI composition. (list will be issued later)
  3. If one or more teams opt for the same player from un-auctioned list, it will be decided as under:
    • a) TRP of the player who withdrew after auction will be reimbursed back to respective teams.
    • b) With those available points + the un-used RP in that category (if any), the teams can once again pick the players through a virtual auction process through zoom.
    • c) If again there are teams opting for the same player by calling at maximum points, it will be decided by lot.
